Export Documentation: Building a Complete and Consistent Shipment File

By Global Regulatory Submissions Inc.
More Than a Commercial Invoice
International shipments often depend on several documents working together. Common records include the commercial invoice, packing list, transport document, customs declaration, certificates of origin, permits, safety data sheets, insurance records, and product-specific health, sanitary, free-sale, or analysis certificates.
No single checklist applies to every shipment. Requirements change with the product classification, dangerous-goods status, country of origin, destination, tariff treatment, mode of transport, and contractual terms.
Consistency Prevents Delays
Authorities and logistics partners compare names, quantities, addresses, lot numbers, weights, values, and tariff classifications across documents. Inconsistent information can cause holds, amendments, demurrage, or rejection. Establish one approved product master list and use controlled templates so each document draws from the same data.
Regulated products may require evidence beyond ordinary customs documents. Cosmetics, foods, natural health products, drugs, chemicals, and medical devices can each trigger specialized certificates, licences, declarations, labelling rules, or local registration requirements.
SDS and Dangerous-Goods Information
A Safety Data Sheet communicates workplace hazard and safe-handling information; it is not a substitute for transport classification. Products containing regulated substances may also require dangerous-goods classification, packaging, marks, labels, and carrier documentation. The SDS, formula information, and transport record should be technically aligned.
A Practical Pre-Shipment Review
Before dispatch, confirm the consignee and importer of record, applicable Incoterms, tariff code, origin rule, valuation, transport restrictions, destination permits, certificate wording, and document retention plan. Build time for signatures, notarization, apostille, consular legalization, translation, or original hard copies when requested.
